Following this outbreak, which has been linked to a potent, synthetic opioid distributed in the area, county officials have implemented changes to help prevent overdose deaths.

In the first three months of 2018, the rate of overdose deaths was 37 percent lower than the first three months of 2017. This is most likely due in part to the response Cabell County has taken to the rising death tolls from previous years.
