Dr. Richard Foster, LICDC-CS

Dr. Richard Foster leads The Bluffs team as a distinguished healthcare executive with nearly 30 years of experience in behavioral health, predominantly drug and alcohol treatment. Dr. Foster is a passionate change agent with demonstrated success implementing profitable, efficient, patient-centered programs. He has championed evidence-based practices as the standard of care. His most recent experience was with Gateway Rehab, where he administered operations of over 20 addiction treatment programs covering all levels of care and special populations. He was also pivotal in establishing and growing the corrections division.

Dr. Foster serves on several boards, including as President for the Pennsylvania Certification Board. He earned a bachelor’s degree in sociology, a master’s degree in human services, and a Ph.D. in administration and leadership, all from Indiana University of Pennsylvania.
