While North Dakota has the lowest drug overdose mortality rate in the United States, the state’s drug overdose rate has still doubled in the last decade. This increase in drug overdoses deaths is due in part to the increased abuse of prescription drugs. Prescription drug abuse now results in more overdose deaths than heroin and cocaine combined. Despite the increased need for drug treatment, only one in 10 Americans with a substance abuse disorder are currently receiving the treatment that they need.

North Dakota is taking several important steps to stop prescription drug abuse and prevent drug overdose deaths. The state has an active Prescription Drug Monitoring Program in place as well as laws to crack down on so-called “doctor shopping.” These laws prohibit patients from withholding information about prior prescriptions from their healthcare provider.

The state also has a physical exam requirement law, which requires healthcare providers to physically examine patients or have a legitimate patient-physician relationship before prescribing controlled substances. North Dakota also participated in Medicaid Expansion, which expanded coverage of substance abuse services and treatment. The stat’s ID requirement law permits pharmacists to require an ID prior to dispensing a controlled substance.

Finally, under the state’s Medicaid plan, North Dakota’s lock-in program require individuals suspected of abusing prescription drugs to use a single pharmacy and prescriber.
